If I had to bet with even odds, I'd bet on the EVSE having been the problem. It's not clear to me why cutting power to it, waiting, and reconnecting would have a different effect than a software reboot, but who knows. Since this doesn't seem to be a common problem on this forum, I'll blame the EVSE for now.
Just like computers a soft reset such as a reboot doesn't cover all bases and invariably leaves memory caches as they were. A cold reset - pull the power to the device - forces a complete fresh start with no loose ends hanging around.

Might be an idea to schedule this procedure every couple of months.

I had something similar happen several months ago with my charge point / macan 4. It was just charging slow. No idea why. I had a timer set / departure time set. It stopped/paused and then finished and when it did it finished at normal rate (confirmed in the CP app you can see the charge curve/speeds). It never did this again. I suspect the car was limiting it for some reason.
