Yes, happens to me but only when slowly creeping backward without pushing the accelerator pedal. I think maybe the car thinks that I am not paying attention, lifted my foot off the brake and rolling backward without knowing it.
It's raw steel. It would even rust if you didn't drive the car for a couple weeks without rain. You could switch to PCCB if the occasional rust bothers you.
I think the website says 15W which is the MagSafe standard. Sometimes the phone gets hot depending on what it is doing (navigation, music, etc.) but I think that is more a phone issue than the charging issue.
