Suspension loading on rubber bushings changes wheel alignment. Porsche wheel alignment is optimized for high speed turns at the expense of scrubbing or chatter at low speed. (see Ackermann)

So when working normal you will feel the skipping. On a slippry surface you should not be feeling any skip.
You will experience on damp slippery surfaces when manoeuvring - no question or debate.

Maybe wet asphalt is not slippery? :) Just saying if the tires slip/slide you won't notice... perhaps far from normal conditions, however so irrelevant.

It is not related to RAS and normally is experienced from the front wheels.

Given the Ackerman effect is noticeable on all Porsches with or without RAS (front axle generated) you will experience it.
